I did test both the main and phase shift winding's for continuity, and they are fine. The blower wheel turns very freely by hand. Note that this item is marked for 115 volt, 50 60 hz operation.

With having no control over use or application of vintage electrical items, no return on this device. Other than not having the phase shift cap, the main problem is rust on the steel blower wheel housing.
