It has a 10:1 ratio, near as I could measure. The instrument itself dates from time when radio shack actually made some pretty good ham gear. This is the radio shack mat-20 swr and power meter.

It uses a 12v supply for the display and swr calculation circuitry but reads out or power directly without needing to adjust anything.
